"Chapter 8” Analysis Correlates Alleged Victims With KBI Sketches Recovered From Rader Property
Alternative Eye is reporting new analytical developments stemming from continued decoding work by host and forensic profiler Melissa Phelan, further advancing the examination of alleged unknown victims referenced in Dennis Rader’s “CHAPTER 8” cipher.
Melissa Phelan’s ongoing analysis has identified direct correlations between names and victim indicators decoded from “CHAPTER 8” and a series of publicly released sketches recovered by authorities from beneath a concrete slab at Dennis Rader’s home property in 2023.
1. Unidentified Possible B.T.K Victim
This is believed to be one of B.T.K.'s victims.
Osage County, Oklahoma investigators believe this sketch could be linked to a missing woman last seen in Southeast Kansas in 1991.
Her name has not been made public in connection with Rader at this time. Investigators know from things Dennis said on this exact photograph that it was a drawing he created from an actual barn.
If you have any information regarding the identity of this individual please call the Osage County, Oklahoma Sheriff's Office at 918-287-3131 or the KBI (Kansas Bureau of Investigation) at 800-572-7463.

According to publicly documented records, the sketches- three victim-related drawings and a fourth sketch depicting a barn structure- were recovered during law enforcement searches of Rader’s property prior to his arrest. These sketches have long existed in the public domain but had not previously been systematically analyzed alongside the full decoded framework of the “CHAPTER 8” cipher.
Sketch Depicting a Barn Structure

Through pattern-based analysis, behavioral correlation, and comparative mapping, Melissa has matched the Kansas Bureau of Investigation (KBI) sketches to 3 individuals in the puzzle and victim references emerging from her decoding work. This includes a correlation between the barn sketch and a location of interest that KBI has previously sought to identify, which may be connected to an unknown child victim. These are victims never before associated with Dennis Rader - aside from Cynthia Kinney- decoded by an Osage County Sheriff in 2023.
2. Unidentified Possible B.T.K Victim
This is believed to be one of B.T.K.'s victims.
This would have been between the years of 1965 and 2005.
Possibly in the states of Kansas / Missouri / Oklahoma / Arkansas.
If you have any information regarding the identity of this individual please call the Osage County, Oklahoma Sheriff's Office at 918-287-3131 or the KBI (Kansas Bureau of Investigation) at 800-572-7463.

In recent weeks, Melissa’s continued work has further linked one of the decoded references to an unnamed alleged victim, strengthening the emerging pattern set being examined across the cipher, sketches, and known investigative materials.
3. Unidentified Possible B.T.K Victim
MISSOURI MISSING & UNSOLVED UNIDENTIFIED
This may have been one of B.T.K.'s victims.
This would have been between the years 1963 - 2005.
Possibly in the states of Kansas / Missouri / Oklahoma / Arkansas.
If you have any information regarding the possible identity of this individual please call the Osage County, Oklahoma Sheriff's Office at 918-287-3131 or the KBI (Kansas Bureau of Investigation) at 800-572-7463.

All findings have been presented on Alternative Eye: Beyond the File as investigative analysis and interpretation, not as statements of fact or legal conclusions. The analytical process has been demonstrated transparently, allowing audiences to observe how correlations are identified rather than being presented with assertions alone.
Alternative Eye reiterates that this work does not replace official investigations and does not encourage public interference, site visits, or independent action. The purpose of the analysis is to responsibly examine publicly available materials, amplify potential victim narratives, and contribute to informed public-interest discussion within strict ethical boundaries.
Melissa Phelan and the Alternative Eye team- including public-facing and silent partners across investigative and criminal justice disciplines- state that their continued efforts remain focused on bringing visibility to potential victims who may not yet have been formally identified, while respecting investigative integrity and the communities impacted by these cases.
Further updates will be provided as analysis continues.
